In step 7, you need to bring the piston to a position just beyond top dead center, after the compression stroke......

I disagree with that, and the owners instruction as well suggests a different way of starting......

He is partly right in case of deco-machanism not working as expected. Even experienced with a SRX, which could only be started in this way. I found that on the clutch cover the lever from the deco pull was loose and screwed on properly, could be started as usual.
